Hello everyone. My name is Eric White and I am so pleased to have this opportunity to talk about the critical issue of the environment with University of Berkeley students.  As you all may Know, environment is one of the crucial crises in our time, and there is an essential connection between the political economy and environment. For this conversation to be better used for Persian-speaking audiences, I will continue my speech in Persian.

Let’s go to my office (while cycling …).

سلام و درود بر شما. خوشحالم که این فرصت را دارم که در جمعِ دانشجویان دانشگاه برکلی (کالیفرنیا) به صورت مجازی در مورد مسئله مهم محیط زیست صحبت کنم.

من شهرام اتفاق هستم و کتاب‏ها و مقالاتی در حوزه مهندسی و اقتصاد ترجمه و تالیف کرده‎ام. امروز این فرصت را بدست آوردم که بَنا به دعوت شما در مورد یکی از این موضوعات، یعنی «اقتصاد سیاسی محیط زیست» صحبت کنم.

ارجاع من به کتاب خودم خواهد بود، کتابی که در مورد اقتصاد سیاسی و محیط زیست است. این کتاب دو جلدی است و موضوعات مهمی در مورد محیط زیست و اقتصاد سیاسی در آن مطرح شده . بنابراین من الان به توضیح این موضوع میپردازم. و اگر اجازه دهید ابتدا از محیط زیست شروع می‎کنیم و بعد از آن به سراغ اقتصاد سیاسی می‎رویم و به بررسی ارتباط میان این‎ها خواهیم پرداخت.

همه ما می‎دانیم که در چرخه‎هایی زندگی می‎کنیم که به آن اکوسیستم می‎گویند. یعنی چرخه‎هایی که ترکیبی از گیاهان، حیوانات، میکرواُرگانیسم‎ها، انسان، اشیای فیزیکی می‎باشد و این چرخه های اکوسیستمی در وضعیت تعادلی به سر میبرند. هر تغییر کوچکی در این چرخه ها باعث رخ دادن تحولاتی در آن ها میشود ولی در نهایت آن ها به صورت پویا سعی میکنند که به چرخه تعادلی خود بازگردند. و تخریب های محیط زیستی که ما انجام میدهیم میتواند به این چرخه های اکوسیستمی آسیب برساند. این آسیب ها میتواند به قدری زیاد باشند که این تعادل به شکلی تغییر پیدا کند که ما به عنوان عضوی از این اکوسیستم دیگر قادر نباشیم به حیات خود در این چرخه ها ادامه دهیم یا نتوانیم به شکل سابق با همان کیفیتی که در گذشته به حیات خود ادامه میدادیم، ادامه دهیم.

چه چیزهایی باعث تخریب محیط زیست میشود؟

یکی از موضوعاتی که باعث تخریب محیط زیست میشود «آلودگی هوا» است. ما هم در فرایند تولید کالاها میتوانیم هوا را آلوده کنیم، مثل دودی که از دودکش کارخانه ها خارج میشود و هم در مصرف محصولات میتوانیم هوا را آلوده کنیم، مثل دودی که از خودروها خارج میشود و یا دود سیگار، که آن هم میتواند هوا را آلوده کند. هر چیزی که میتواند هوا را آلوده کند جزء موضوعاتی به شمار میآید که به آن ها آلاینده های هوا میگوییم.

غیر از آلودگی هوا ما «آلودگی صوتی» هم داریم، صدای ناشی از فعالیت های صنعتی، صدای ناشی از مصرف کالا مثلِ زمانی که در حال رانندگی بوق میزنید، این صدا آلودگی صوتی ایجاد میکند و یا زمانی که در مراسم چهارشنبه سوری ترقه بازی میکنید و یا در فستیوال ها صدای ترقه بازی میآید، این ها میتوانند آلودگی صوتی ایجاد کنند. آلودگی نوری هم داریم که ناشی از تولید نور مصنوعی است، که در شهر ها، جاده ها، سواحل دریاها وجود دارد. این ها میتوانند آلودگی نوری ایجاد کنند.

ما انواع «آلودگی خاک» را داریم. پسماند شیمیایی که وارد خاک میکنیم، زباله های اتمی که در خاک دفن میشود و زباله های معمولی که در خاک دفن میشود میتوانند انواع و اقسام آلودگی خاک را ایجاد کنند. حتی باقیمانده ته سیگار هم که روی خاک می اندازند میتواند خاک را آلوده کند و ان محیط را برای بقای گیاهان و جانوران سمی کند. و یا انواع و اقسام آلودگی های دیگر که میتوان به آن اشاره کرد.

«آلودگی آب» را داریم که خیلی مهم است. ما در واقع فعالیت هایی مثل ظرف شستن و یا شستشوی لباسها با شوینده انجام میدهیم و یا پسماندهای شیمیایی فرایند تولید کارخانجات را بدون انجام تسویه صنعتی وارد آب دریا، رودخانه ها و یا سفره های آب زیرزمینی میکنیم و آب را آلوده میکنیم.

تمام مواردی که به آنها اشاره کردم می توانند به «چرخه اکوسیستم» آسیب برساند، یعنی ترقه بازی در چهارشنبه سوری یا فستیوال ها و یا نور مصنوعی در سواحل، میتواند حیوانات را مُشوش و نگران کند و ممکن است آنها محل زندگیشان را تغییر دهند. مثلا وقتی که لاک پشت ها می خواهند وارد ساحل بشوند، جایی که همیشه در آن تخم ریزی می کردند، نور مصنوعی ایجاد شده در ساحل و یا صدای مصنوعی که در ساحل است باعث نگران شدن آنها میشود و آنها ممکن است که محل تخم ریزی خودشان را تغییر دهند. پرنده ها ممکن است از محل قبلی خودشان مهاجرت کنند و به محل جدیدی بروند. همه اینها میتواند این چرخه های اکوسیستم را دچار تغییر و تحولات نگران کننده ای کند که بعضی از این تغییر و تحولات در داخل آن اکوسیستم هضم میشود و مجددا به تعادل جدیدی میرسد و ممکن است که خطر جدّی ای ما را تهدید نکند و در بعضی از این موارد، این آسیبها ممکن است به قدری به اکوسیستم آسیب برساند که حیات ما هم به خطر بیفتد.

یکی از موضوعات نگران کننده در تخریب های محیط زیستی، انتشار گازهای گلخانه ای است. فعالیتهای انسانی ما باعث انتشار گازهای گلخانه ای میشود. البته بعضی از فرایندها طبیعی که مستقل از فرایندهای انسانی است، هم موجب انتشار گازهای گلخانه ای میشود اما حجم آن خیلی کم است و بعد از اینکه منتشر میشود هم از جو خارج میشود و آن تعادل همیشه وجود داشته است، اما حجم انتشار گازهای گلخانه ای توسط انسان از یک مقطعی بسیار زیاد شده است، بطوریکه از اوایل انقلاب صنعتی اول، حوالی سال ۱۷۵۰ به بعد ما حجم زیادی گازهای گلخانه ای منتشر کردیم.

این گازهای گلخانه‌ای در اطراف زمین پوششی ایجاد کردند بطوریکه نور خورشید از این پوشش عبور میکند اما گرما نمیتواند از این پوشش خارج شود و در واقع همان وضعیتی رخ میدهد که در گلخانه ها رخ میدهد. و یا مثلا ممکن است شما تجربه این را داشته باشید که اگر خودروی خود را در معرض آفتاب شدید تابستان قرار دهید، وقتی بعد از چند ساعت باز میگردید و وارد خودرو می شوید میبینید که در داخل خودرو بشدت هوا گرم شده.به این خاطر است که نور خورشید توانسته از شیشه خودرو عبور کند و در داخل فضای خودرو شود، اما گرما نتوانسته خارج شود بنابراین در آنجا یک وضعیت گلخانه ای به وجود آمده است. و ما این پدیده گلخانه ای را هم اکنون در کره زمین داریم. مشکلی که داریم این است که از ابتدای انقلاب صنعتی تا کنون ما یک حجم زیادی گاز گلخانه ای تولید کردیم. تولید این گاز گلخانه ای ناشی از مجموعه ای از فعالیتهای انسانی بوده که در مورد آن توضیح میدهم و مجموع این عوامل باعث شده که دمای سیاره زمین نسبت به ابتدای انقلاب صنعتی تا ابتدای سال ۲۰۱۱ چیزی حدود ۰٫۸ تا ۱ درجه سانتی گراد افزایش پیدا کند.

از ابتدای سال ۲۰۱۱ تا به امروز هم، گاز گلخانه ای بیشتر تولید شده و به طبع آن دمای کره زمین همچنان اندکی افزایش پیدا کرده است. و اکنون دانشمندان ابراز نگرانی میکنند که اگر دمای کره زمین از حدود ۱٫۵ تا ۲ درجه سانتی گراد بیشتر شود (که در حال حاظر ما افزایش دمای ۱٫۵ درجه را تجربه میکنیم)، اگر از ۲ درجه سانتی گراد بیشتر شود مجموع تحولاتی بر روی سیاره زمین رخ خواهد داد، آسیبهایی به این اکوسیستم وارد خواهد شد که این آسیبها باعث خواهد شد که هزاران و میلیون ها گونه جانوری و گیاهی برروی سیاره زمین از بین بروند ، آب دریاها از بین بروند, دمای آب اقیانوسها و دریاها افزایش پیدا کند، یخ های قطبی ذوب شود ( که هم اکنون این اتفاق در حال رخ دادن است)، و مجموع این عوامل باعث این میشود که حیات بشر به خطر بیفتد و ممکن است که ما وارد فاز غیرقابل برگشتی بشویم که دیگر حتی نتوانیم چیزی را جبران کنیم. علت آن هم این است که زمانی که گازهای گلخانه ای وارد جو کره زمین می شود، خارج شدن این گازها از جو زمان زیادی نیاز دارد. خروج بعضی از این گازهای گلخانه ای چیزی حدود ۱۰۰ سال و بعضی از آن ها حتی چند هزار سال طول میکشد.

این را هم بدانید که ما ترکیب مختلفی از گازهای گلخانه ای داریم اما مهم ترین گاز گلخانه ای که ما در سیاره زمین تولید میکنیم دی اکسید کربن است. مابقی گازهای گلخانه ای، مقدار اثر آن ها را محاسبه میکنند و آن ها را به گاز دی اکسید کربن تبدیل میکنند. بنابراین زمانی که درباره مقدار گاز دی اکسید کربنی که منتشر میشود، صحبت میکنیم، منظور ما مجموع گازهایی است که به عنوان گاز گلخانه ای تولید میشود و به همین جهت به آن CO2e  میگویند. یا مثلا گاز متان زمانی که بخواهد در محاسبات، برحسب گاز دی اکسید کربن تبدیل شود، گاز متان ۲۸ برابر اثر گاز گلخانه ای بیشتری نسبت به گاز دی اکسید کربن دارد.

حالا اینکه این گازها چطور در زندگی طبیعی ما تولید میشود، این هم موضوع جالبی است. مثلا یکی از دلایل تولید گاز متان پرورش گاو روی کره زمین است. گاوها بعد از اینکه گوارش میکنند، گازی را از خودشان خارج میکنند که آن گاز، متان است. حجم گازی که گاوها از خودشان خارج میکنند بسیار زیاد است (هر گاو چیزی در حدود ۱۴۰ کیلوگرم گاز متان از خودش خارج می کند). ما تعداد زیادی گاو در کره زمین پرورش میدهیم و این ها حجم زیادی گاز متان از خودشان خارج میکنند و این متان منجر به تخریب محیط زیستی میشود. ترجمه این حرف در زندگی طبیعی ما باعث این میشود که ما همبرگری میخوریم که در داخل این همبرگر از گوشت گاو استفاده شده، ما داریم تخریب محیط زیستی انجام میدهیم. و البته در این همبرگر نان و سبزیجاتی به کار رفته،که موجب تخریب محیط زیست میشود. و همه این موارد باید در محاسبات ما در نظر گرفته شود. پس واضح است که هر همبرگری که مصرف میکنیم باعث تخریب محیط زیست میشود.

وقتی ما سیمان تولید میکنیم باعث تخریب محیط زیست میشود، چون هر ۱ تن سیمان حجم بسیار زیادی کربن منتشر میکند.

هر ایمیلی که شما میزنید باعث تخریب محیط زیست میشود. هر لایکی که شما میزنید باعث تخریب محیط زیست میشود. بنابراین ما همیشه با تخریب محیط زیست زندگی میکنیم. یعنی فعالیتهای اقتصادی انسان روی کره زمین موجب تخریب محیط زیست میشود. خوب سوال اینجاست که دعوای بین نظریه های اقتصادی و سیاسی در مورد محیط زیست چیست؟ شما احتمالا در روزنامه ها و مجلات خوانده اید که نظام سرمایه داری باعث تخریب محیط زیست میشود. و آن ها در جواب میگویند که اینطور نیست و شما سوسیالیست ها باعث تخریب محیط زیست میشوید. پس موضوع این دعواها چیست؟

همانطور که به شما توضیح دادم همه فعالیتهایی که ما انجام میدهیم، تولید سیمان، خوردن موز، (مثلا موز جزء مواردی است که باعث انتشار دی اکسید کربن زیادی میشود و به همین خاطر باعث تخریب های محیط زیستی بیشتری میشود). خوب اگر به این شکل است پس مناقشه اقتصاددان های مختلف بر سر چیست؟ واقعیت این است که در هر نظامی خوردن یک همبرگر یا ارسال یک ایمیل و یا تولید یک تن سیمان باعث تخریب محیط زیست خواهد شد. چه در کشور سوسیالیستی مثل کوبا و چه در کشوری مبتنی بر اقتصاد بازار مثل کره جنوبی یا شیلی. از این بابت هیچ تفاوتی وجود ندارد. ما همواره در هر نظامی، زمانی که کالایی تولید و مصرف میکنیم با تخریب محیط زیست روبرو خواهیم شد. مناقشه بر سر این است که کدام نظام اقتصادی میتواند تخریب محیط زیستی کمتر یا بیشتری ایجاد کند. مناقشه بر سر این نیست که نظام اقتصادی ای وجود دارد مثل بهشت که هیچ تخریب محیط زیستی در آن اتفاق نمیفتد.

چرا تخریب محیط زیستی رخ میدهد؟ علت آن این است که جمعیت سیاره زمین از حدود ۱۰-۱۱ هزار سال پیش از میلاد مسیح (از زمانی که اطلاعاتی در مورد آن داریم)، از آغاز پیدایش بشر، از زمانی که آدم و حوا آن سیب را گاز زدند و به زمین تبعید شدند، تا حدود ۱۷۰۰ میلادی، چیزی حدود ۶۰۰ میلیون نفر بود. واز ۱۷۰۰ میلادی که ما وارد عصر تولید انبوه و نظام سرمایه داری شدیم شرایطی پدید آمد که جمعیت کره زمین بشدت افزایش پیدا کرد و تقریبا ۷ میلیارد و ۲۰۰ میلیون نفر فقط در طی این ۳۰۰ سال به جمعیت سیاره زمین اضافه شده است. یعنی از بدو پیدایش انسان تا سال ۱۷۰۰ میلادی جمعیت سیاره زمین چیزی حدود ۶۰۰ میلیون نفر بوده و غالبا بخش بزرگی از این ۶۰۰ میلیون نفر در فقر زندگی میکردند، انسان با مشکلات عدیده ای روبرو بود، امکان شناسایی بیماری ها وجود نداشت و افراد زیادی به خاطر بیماری فوت میکردند و خیلی مشکلات دیگری وجود داشته. از سال ۱۷۰۰ میلادی به بعد مجموعی از تحولات رخ داد که شرایط زندگی انسان بهتر شده، امید به زندگی افزایش پیدا کرده، مثلا ۳۰۰ سال پیش، امید به زندگی تقریبا ۳۰ سال بوده ولی در حال حاظر این عدد مثلا به ۷۰ سال رسیده. و مجموع شرایط مادی زندگی انسان، هم برای تحصیل، هم برای بهداشت، هم برای تغذیه و هم مکانی برای زندگی بهتر شده و این باعث شده جمعیت کره زمین در این ۳۰۰ سال بسرعت افزایش پیدا کند ، در نتیجه جمعیت کره زمین از ۶۰۰ میلیون نفر به ۷ میلیارد و ۷۰۰ میلیون نفر برسد و تقریبا ۷ میلیارد و ۱۰۰ تا ۷ میلیارد و ۲۰۰ میلیون نفر در این ۳۰۰ سال به جمعیت کره زمین افزوده شده است.

خوب این افزایش جمعیت به کره زمین فشار می آورد. یک منحنی هست که این را توضیح میده و بهش منحنی دانلود میگن. این منحنی میگه سیاره زمین مکانی برای سه چیز است:

۱- محلی برای زندگی

۲- انبار تدارکات و مواد اولیه

۳- مخزن پسماند

سیاره زمین جایی است که ما در آن زندگی میکنیم، جایی است به عنوان انبار مواد اولیه، مثلا از چوب درختان استفاده میکنیم، از دریا ماهی صید میکنیم، از معادن فلز استخراج میکنیم. و مخزن پسماندهای ما هم هست چون هنوز انسان یادنگرفته است کالاهایی را که تولید میکند بتواند به راحتی بازیافت کند و به محصولات دیگر تبدیل بشود یا خیلی راحت تجزیه بشود و به طبیعت برگردد؛ و ما حجم خیلی زیادی پسماند تولید میکنیم مثل پلاستیک هایی که مردم تو زباله ها یا بعضی مواقع در آب دریاها می ریزند. الان ما در دریاها حجم زیادی زبالۀ پلاستیکی داریم که تبدیل به میکروپلاستیک شده است و این میکروپلاستیک ها وارد آب آشامیدنی شده اند و ماهی هایی که ما صید میکنیم از آن آب تغذیه میکنند.

نابراین ما با این بحران به این دلیل مواجه هستیم که جمعیت سیاره زمین از ۳۰۰ سال پیش تا الان حدود ۱۳ -۱۳٫۵ برابر افزایش پیدا کرده و این باعث شده است که زمین به عنوان محلی برای زندگی ، مخزن پسماند و انبار تدارکات، گنجایش کمتری برای تامین نیازمندی های ما داشته باشد و به سیاره زمین فشار آمده است و فارغ از نوع نظام اقتصادی، همه نظامهای اقتصادی درگیر این موضوع هستند، چه در یک کشور سوسیالیستی زندگی کنیم چه در یک کشور سرمایه داری.

حالا دانستن بخشی از این دعواهای بین اندیشه های سیاسی و اقتصادی چپ و راست جالب است و من به چند تا از این نمونه ها اشاره می کنم. یکی از بحث هایی که مطرح میشود، اتهام مصرف گرایی نامیده میشود. معنی آن این است که کسانی که گرایش چپ دارند این ادعا را در مورد اندیشه های مبتنی بر اقتصاد بازار آزاد، مبتنی نظام اقتصادی که به آن سرمایه داری یا کاپیتالیستی دارند مطرح می کنند که مصرف گرایی زیاد در نظام اقتصادی مبتنی بر بازار یا نظام اقتصادی مبتنی بر کاپیتالیسم باعث تخریب محیط زیست میشود. چون حجم زیادی از کالاهای مختلف هر روز تولید و عرضه میشود و مردم نیز تشویق میشوند که بیشتر کالا مصرف کنند، هرروز شما با حجم زیادی تبلیغات مواجه هستید که به شما پیشنهاد میکنند یک کفش جدید بخرید، یک نوشیدنی جدید امتحان کنید، یک رستوران جدید بروید، یا لباس جدیدی بخرید، یا به جای جدیدی سفر کنید.

[چپ‎ها مدعی هستند که] تمام اینها مصرف گرایی است و مصرف کالاهای مختلف باعث تخریب بیشتر محیط زیست میشود و یکی از دلایل تخریب محیط زیست ساختاری است که در درون نظام مبتنی بر بازار آزاد یا نظام سرمایه داری وجود دارد.

متقابلا طرفداران نظام بازار یا سرمایه داری در مقابل اتهاماتی که چپ‎ها وارد می کنند حرف های زیادی برای گفتن دارند (البته نظام بازار و سرمایه داری تفاوت های فنی و مهمی باهم دارند، جزئیات قابل بحث دارند ولی من الان وارد آن مباحث نمیشوم فقط میخواهم فهم طرفین را نسبت به موضوع بیان کنم).

آنها [طرفداران نظام بازار یا سرمایه داری] میگویند که زمانی شما [چپ‎ها] ادعا میکردید که ادامه نظام مبتنی بر بازار منجر به فقر و نابودی تمام انسان های روی کره زمین میشود، اما حالا ادعای شما برعکس شده و مدعی هستید که همه انسان‎ها آنقدر کالاهای زیادی در اختیارشان هست و آنقدر مصرف میکنند که ممکن است بمیرند. بنابراین اینجا یک تناقض وجود دارد. دوماً چه کسی میتواند تعیین کند که مردم چه چیزهایی را نیاز دارند و حق دارند چه چیزی را مصرف کنند و چه چیزی منع مصرف دارد. تجربه ای که در نظامهای سوسیالیستی قرن بیستم در کشورهایی که مانند اتحاد جماهیر شوروی به آن اردوگاه سوسیالیست میگفتند وجود داشت؛ بخشی از آن به این شکل بود که یک سازمان مرکزی مثلا در اتحاد جماهیر شوروی وجود داشت که به آن گوس پلان[۱] می گفتند. در آنجا گوس پلان تصمیم میگرفت که چه کالایی توسط چه کسی و به چه مقدار تولید شود. این خیلی کار را پیچیده میکند چون آن بروکراتها یا دیوان سالارهایی که در آن اداره برنامه ریزی مرکزی هستند باید در مورد همه چیز تصمیم گیری میکردند که چه کالایی به چه مقداری و به چه رنگی تولید شود. مردم چند نوع کفش میخواهند، فقط آن چند نوع کفش بخصوص با آن مدلهای مشخص تولید شود و کس دیگری حق ندارد بیشتر از آن تولید کند. در مورد غذا هم همینطور بوده است. فقط چند نوع مثلا پنیر مشخص باید تولید شود. یعنی در واقع اگر قرار باشد که ما این الگوی فعلی را عوض بکنیم که در این الگو هر کسی میتواند تصمیم بگیرد که هر کالایی که دوست دارد تولید بکند و مردم هم بر اساس نیازشان این کالاها را تهیه و مصرف میکنند و مردم خودشان تشخیص میدهند که چه کالایی را دوست دارند مصرف کنند و اگر مصرف نکنند آن کسی که آن کالای غیرضرروری را تولید کرده از صحنه بازار کنار برود، اگر بخواهیم این الگو را حذف کنیم باید یه عده ای عقل کل برای مابقی مردم تصمیم بگیرند که مردم به چند نوع کفش نیاز دارند و چند رنگ باید بپوشند و بیشتر از آن مصرف گرایی است و این حق را ندارند که مصرف کنند. این دعوایی است که بین طرفین مصرف گرایی مطرح است.

یک بحث دیگری که مطرح است، بحث سود است. در واقع گرایش های چپ این ادعا را دارند که یکی از عوامل تخریب محیط زیست، سودجویی است که در درون نظام سرمایه داری وجود دارد و بازیگران و افرادی که درون نظام مبتنی در بازار فعالیت میکنند همواره در حال پیگیری اهداف و منافع خودشان هستند و این می تواند باعث تخریب محیط زیست شود. به این دلیل که برای صرفه جویی  میتوانند مقررات محیط زیستی را برای سودجویی خودشان رعایت نکنند و این منجر به تخریب محیط زیستی شود؛ و این حرف، حرف درستی است و بعضی جاها می تواند واقعیت داشته باشد. یعنی میتوانید در مکانهایی، نمونه هایی پیدا کنید مثلا کارخانه ای را پیدا کنید که بدون اینکه پسماندهای شیمیایی اش را تسویه صنعتی کرده باشد، برای صرف هزینه کمتر، این پسماندها را وارد آب رودخانه بکند و یا اینکه وارد سفره های زیرزمینی شود. بنابراین این حرف میتواند درست باشد. میتوانیم نمونه هایی بر روی سیاره زمین پیدا کنیم.

اما از طرف دیگر، طرفداران نظام بازار معتقد هستند در جایی که سود و منفعت شخصی وجود ندارد ما میتوانیم حجم زیادی اتلاف منابع داشته باشیم. کارخانجاتی که خصوصی نیستند و دولتی هستند حجم زیادی مواد اولیه و انرژی مصرف میکنند مصرف این حجم از انرژی و مواد اولیه، خود باعث تخریب محیط زیست است و این حرف هم کاملا درست است و شواهد بیشماری هم برای این مورد وجود دارد. یعنی شما می توانید نمونه های متعددی از شرکت ها و صنایع دولتی، آنهایی که مالکیت خصوصی ندارند، آنهایی که بر مبنای رقابت فعالیت نمیکنند را پیدا کنید که به این دلیل که در فضای رقابتی نیستند همواره میتوانند موجبات تخریب محیط زیست را بوجود بیاورند.

جالب است که بدانید، حوالی سال ۱۹۸۰ میلادی یکی از اساتید من میگفتند که برای مشاوره انرژی در مورد پروژه ای مربوط به مدیریت انرژی، به یکی از کشورهای سوسیالیستی رفته بودند و میگفتند که بسیاری از کارخانجات صنعتی کنتور برق نداشتند، چرا که برق دولتی بود و کارخانه هم هر چقدر میتوانست مصرف میکرد و خوب محصول آن هم برای دولت بود و افرادی هم که کار میکردند، کارمند دولت بودند. چون همه چیز دولتی بود کسی هم کنترل نمیکرد که این کارخانه چقدر برق مصرف میکند و این یک فاجعه بزرگ بود به طوریکه بعداً یکی از اقدامات اصلاحی که تلاش کردند در شوروی انجام دهند، کاهش مصرف مواد اولیه و کاهش مصرف انرژی در کارخانجات دولتی بود که بر اساس منطق رقابت یا سود و انگیزه های شخصی افراد پی ریزی نشده بود و حجم عظیمی از اتلاف منابع، مواد اولیه و انرژی آنجا وجود داشت. پس اینها هم از این طرف این حرف را دارند که بگویند.

یعنی میخواهم بگویم زمانیکه ما وارد فضای اقتصاد سیاسی محیط زیست میشویم، طرفین حرفهایی برای گفتن دارند، که شنیدن این حرفها از هر دو طرف لازم است و وقتیکه ما میخواهیم وارد این عرصه بشویم، مهم است بدانیم که همۀ نظریه های موجود در حوزه اقتصاد سیاسی چه حرف هایی برای گفتن دارند و این روش میتواند ما را از نظریات مختلف آگاه کند.

ببینید ما وقتی در مورد پدیده ای میخواهیم صحبت کنیم، نمیتوانیم بگیم به نظر من اینطوریه. ما میتونیم راجع به چیزهای شخصی نظر شخصی خودمون رو بگیم، مثلا به نظرمن چای از قهوه بهتر است. گل سرخ از گل زنبق زیباتر است. رنگ زرد از بنفش زیباتر است. این نظر شخصی ما در رابطه با پدیده های شخصی است. اما وقتی میخواهیم راجع به مسائل اقتصاد سیاسی صحبت کنیم و وارد حوزه علم بشویم باید از نظریه ها استفاده کنیم. یعنی حرف هایی که میزنیم مبتنی بر نظریه ها باشد و نه نظر شخصی خود ما. بنابراین وقتی ما میخواهیم در رابطه با پدیده ای اظهار نظر کنیم باید نظریه های مختلف را در مورد آن پدیده مشخص بدانیم و با اتکا به آن نظریه ها راجب آن پدیده صحبت کنیم. از اینرو من سعی کردم در جلد اول کتابم، نظریه های مختلف در مورد حوزه اقتصاد سیاسی را مطرح و معرفی کنم. چیزهایی که در کتاب به آنها ارجاع دادم را اجازه بدید بیاورم. مثلا در جلد یک کتابم، سعی کرده‎ام تا مکاتب مارکسیسم ارتودکس یا سنتی[۲] ، سوسیالیسم بازار[۳]،  سوسیالیسم مشارکتی[۴]،  اکوسوسیالیسم[۵]، جریان اصلی اقتصاد[۶]، نظریه انتخاب عمومی[۷]،  نهادگرایان جدید[۸] و در نهایت مکتب اتریش[۹] را معرفی کنم و هم‎چنین سعی کرده‎ام تا ارتباط این‎ مکاتب را با مفاهیم محیط زیستی تا حدودی روشن کنم. به علاوه کوشیده‎ام تا نظرات افراد مستقلی همچون توماس پیکتی[۱۰]، لوکاس شانسل[۱۱]، برانکو میلانوویچ[۱۲]، آلیس بوز لارکین[۱۳]، کوین اَندرسون[۱۴]، دیوید هاروی[۱۵]، نائومی کلاین[۱۶]، محبوب ال‎حق[۱۷]، کومار آمارتیا سن[۱۸]، اریک آلارت[۱۹]، یوآل نوح حراری[۲۰]، برتراند دُ ژوونِل[۲۱] و فریتیوف کاپرا[۲۲] را نیز به‎طور جداگانه معرفی کنم. چرا که این اشخاص، مستقل از نظریه‎های یادشده، بحث‎هایی را درباره‎ی اقتصاد و محیط زیست داشتند که خیلی نمی‎توانست در قالب آن مکاتب بگنجد. بنابراین من جلد اول کتابم را به معرفی مفاهیم نظریه های اقتصاد سیاسی و مفاهیمی که در آنجا مترتب بود اختصاص دادم.

در ادامه در جلد دوم کتابم سعی کردم نقد و بحثی را که این نظریه‎ها و مکاتب نسبت به همدیگر دارند مطرح کنم و این‎ها بسیار موضوع مهمی است. چرا مهم است؟

مثلاً فرض کنید در یک موضوع مشخص مثل «دولت»، وقتی می‎خواهیم راجع به دولت صحبت کنیم، این پرسش مطرح است که تعریف ما از دولت چیست؟ مثلاً فرض کنید برای حل مشکلات محیط زیستی باید دولت نقش آفرینی کند. اگر ما این ادعا را داریم، اگر تصور میکنیم که آن ناجی افسانه ای ما برای حفظ محیط زیست دولت است باید ببینیم که چه تعریفی در رابطه با دولت وجود دارد. بعضی از نظریه های اقتصاد سیاسی هستند که معتقدند که دولت نماینده و حافظ منافع مردم هستند. بعضی از نظریه های اقتصاد سیاسی هستند که معتقدند که خود دولت مثلِ یک «بنگاه اقتصادی» است و سیاست مدارانی که در درون این دولت هستند در حال پیگیری منافع خودشان هستند. دنبال کسب قدرت بیشتری هستند. دنبال منافع اقتصادی اند. دنبال رانت هستند و آنها در واقع دنبال حل مشکلات خودشان هستند و این تصور ساده اندیشانه و ساده انگارانه که این ها افرادی هستند که هیچ منفعت شخصی ندارند و به هیچ چیزی غیر از خیر عمومی نمی اندیشند و فقط دنبال منافع سایر اعضای جامعه هستند، ممکن است خیلی واقع بینانه نباشد.

نظریه های متفاوت بینابینی وجود دارد. نظریه هایی وجود دارد که میگویند هر نوع دولتی، دولتی است که فقط دنبال منافع خودش است. در هر نظام اقتصادی همه به دنبال فعالیت اقتصادی هستند و از محل تولید کالا و خدمات ثروت تولید میکنند، اما دولت کسی است که منبع درآمدش مثلاً اخذ مالیات از فعالان نظام اقتصادی است. یعنی در واقع خود این دولت استثمارگر نظام اقتصادی است. منبع تامین آن عوائد حاصل از فعالیتهای اقتصادی است؛ و این به این معنی است که اگر چنین نگاهی به دولت داریم، آیا واقعا خود این دولت میتواند مسائل محیط زیستی را حل کند؟ بنابراین موضوع پیچیده تر از این حرف هاست. یعنی اینکه تصور کنیم وقتی در مورد موضوع محیط زیست اظهارنظر میکنیم و وقتی داریم به دولت به عنوان یکی از راه حل های حل مسئله محیط زیستی نگاه میکنیم، وقتی تعاریف متفاوتی که از دولت وجود دارد و استدلال هایی که پشت این تعاریف وجود دارد را بررسی میکنیم متوجه میشویم که موضوع کمی پیچیده تر از تصور اولیه ماست و ما ناگزیر هستیم با در نظر گرفتن این نظریه ها، وجوه مختلف مسئله را بررسی کنیم.

من گزارشی تهیه کردم که جالب است (البته مشابه این گزارش به تعداد زیاد وجود دارد و بررسی های مختلفی شده است) و نشان میدهد که از حدود سال ۱۸۸۰ میلادی تا سال ۲۰۱۱ میلادی، مقدار هزینه دولت یعنی Government Spending نسبت به GNP یعنی تولید ناخالص ملی کشورها، مثلا سال ۱۸۸۰ میلادی حدودا ۵ درصد، ۴ درصد، ۴ درصد؛ همه کشورهای دنیا، بلا استثنا، ۳ درصد، ۴ درصد، ۵ درصد بوده است و در سال ۲۰۱۱ میلادی این رقم مثلا به ۳۵، ۴۰، ۵۵ درصد رسیده و یک رشد چند صد درصدی تا چند هزار درصدی داشته است. یعنی دولت ها در بازه زمانی ۱۸۸۰ تا ۲۰۱۱ میلادی، مخارج و هزینه هایشان به شدت افزایش پیدا کرده است و ضمن اینکه هر روز بودجه بسیار زیادی را مصرف میکنند، همیشه هم با کسری بودجه مواجه هستند و همیشه بدهی های عظیم روی دست نسل های بعدی میگذارند. یعنی نسل های بعدی را بدهکار میکنند. از روش استقراض استفاده میکنند (چه قرض گرفتن از منابع داخلی و چه قرض گرفتن از منابع خارجی) و نسل های بعدی بدهکار میشوند و همانطور که می بینید مثلا دولت آمریکا حجم عظیمی از این نوع بدهی دارد و مابقی دولت ها هم چنین وضعیتی دارند.

بنابراین از نظر بعضی از این نظریه ها، دولت هم یک بنگاه اقتصادی است که بدنبال منافع خودش است و هر روز هم هزینه های خود را بیشتر میکند و دوست دارد که دستگاه اداری خود را عریض و طویل تر بکند و مسائل و منافع خودش را دنبال میکند و ما باید به این نگاه توجه کنیم و به آن احترام بگذاریم و با در نظر گرفتن همه این نگاه ها، به پدیده دولت نگاه کنیم. خب عده ای هستند که علی رغم همه این حرف ها معتقدند که بخشی از دولت های دنیا توانستند کارهای مثبتی در جهتِ بهبود اوضاع زندگی مردم انجام بدهند. آنها یک سری شواهد و مدارک و مستندات دارند. بنابراین حرف من این است که ما در همه حوزه ها وقتی وارد فضای نظریه های مختلف میشویم، متوجه میشویم که در مورد یک پدیده واحد، نظریه های مختلفی وجود دارد و توجه به راهکارهایی که ارائه میشود بسیار مهم است.

مثلاً یکی از چیزهایی که گفته می شود این است که، دولت ها با اخذ «مالیات» مسئله محیط زیست را حل کنند. آیا با گرفتن مالیات مسئله محیط زیست حل میشود؟ منتقدان این ایده معتقد هستند که اصل این ایده که به آن مالیات پیگویی[۲۳] میگویند به این شکل است که یک اقتصاددانی در اوایل قرن بیستم ایده هایی در مورد این موضوع داشته و معتقد بوده است که زمانی که دو نفر کالایی را با یکدیگر مبادله میکنند، مثلا فرض کنید که یک کارخانه خودروسازی یک خودرو را به من میفروشد و من هم این خودرو را میخرم؛ در واقع من به عنوان خریدار به خاطر استفاده از خودرو سود میبرم و خودروساز هم از فروش این کالا به من منتفع شده است. بنابراین مبادله گران این خودرو، چه آن کسی که فروخته و چه آن کسی که خریده است، منتفع شده اند. اما ممکن است که بقیه مردم از این مبادله زیان کنند. یعنی ممکن است که کالایی را که من خریداری کرده ام، باعث سر و صدا شود، دود آن ممکن است که باعث آلودگی هوا شود و بقیه ممکن است که از این مبادله متضرر شوند. بنابراین راه حل راه حل مالیاتی پیگو این هست که دولت به عنوان نماینده خیر عمومی از فروشنده کالا مالیات هایی را اخذ کند. اخذ مالیات از فروشنده کالا باعث میشود که در منحنی سربه سر هزینه های خودروساز جابه جایی صورت بگیرد و یک تحولاتی رخ میدهد که باعث این میشود که خودروساز این مسئله را در نظر بگیرد و همه این ها منتهی به این شود که به محیط زیست آسیب کمتری وارد شود و کمتر دچار تخریب شود. اما واقعیت این است که ما در خیلی از موارد شاهد این هستیم که دولت ها این مالیات ها را اخذ میکنند و از تخریب محیط زیست هم ناراضی نیستند و این تخریب های محیط زیستی که منجر به جرائم و مالیات ها میشود در واقع راهی است برای کسب بودجه برای دولت ها و بنابراین بعضی اوقات شاهد این هستید که بیشتر به محلی برای ارتزاق و انتفاع بروکرات ها و دیوان سالارهای دولتی تبدیل میشود.

 بنابراین راه حل چیست؟ ببینید موضوع، موضوع مهمی است و شاید این آخرین موضوعی باشد که من در این جلسه مطرح میکنم. دو نوع نگاه متفاوت بین چپ و راست در مورد حل مسائل مختلف از جمله حل مسائل محیط زیستی وجود دارد. مردم بطور کلی علایق شان با منافع شان یکسان نیست. مثلا فرض کنید که خوردن فست فود، خوردن نوشابه های گازدار، خوردن نون خامه ای خیلی چرب، ممکن است که برای سلامتی شان ضرر داشته باشد. مصرف سیگار و ماریجوانا ممکن است که برای سلامتی شان ضرر داشته باشد. این منفعت شان است. اما علایق یا رجحان های شخصی شان ممکن است که با این برابر نباشد. یعنی مردم سیگار مصرف کنند، علاقه مند باشند که ماریجوانا مصرف کنند، علاقه مند باشند که فست فود بخورند، علاقه داشته باشند که نون خامه ای یا نوشابه گازدار بخورند. با درنظر گرفتن اینکه شاید بدانند که اینها به ضررشان است و شاید ندانند.

در اندیشه سیاسی نگاهی وجود دارد که تصور می کند که وقتی منفعت مردم با علایق شان متفاوت است، یک مرجع سیاسی باید وجود داشته باشد و خیر و صلاح امور را تشخیص دهد و بعد به عنوان مجری آن خیر و صلاح اقدام کند. فرض کنید یک آمر سیاسی مثل دولت خیر و صلاح را تشخیص دهد و متوجه شود که خوردن فست فود برای مردم ضرر دارد و خوردن فست فود را ممنوع کند. یا کشیدن سیگار را ممنوع کند. یا خوردن نوشابه های گازدار را ممنوع کند. در واقع آن مرجع در مورد اینکه چه چیزی برای خیر و صلح مردم است، تصمیم بگیرد. این یک شیوه نگاه به مسئله است که من در کتابم این را به جان دیوئی[۲۴] نسبت دادم به عنوان کسی که تصور می کند که می توان مرجعی را تعریف کرد که خیر و صلاح مردم را تشخیص دهد و آن را اعمال بکند.

یک اندیشه مقابل این موضوع است که آن را من در کتابم به هانا آرنت[۲۵] نسبت دادم. و اندیشه های چپ مخالف این نظریه هستند و اندیشه های راست نزدیک این نگاه هستند. و انها تصور میکنند که ما نمیتوانیم برای امر سیاسی چنین وجاهت و چنین صلاحیتی را در نظر بگیریم که آمران سیاسی بخواهند خودشان صلاحدید و چیزی که به نفع مردم است، را منفعت عمومی تشخیص دهد و خودش در این موضوع هیچ منفعت شخصی، سیاسی و اقتصادی و یا هیچ نفعی از بابت رانت جویی نداشته باشد و بخواهد آن را اجرا کند. تشخیص منفعت عمومی به این سادگی نیست.

بنابراین یک شیوه تلقی از مساله این است که دولت یا آمر سیاسی  یا هر نهادی که قرار است سیاست ورزی کند، صلاحیت کشف منفعت عمومی را دارد. در حالی که مخالفان این رویکرد معتقدند که:

(۱) دولت یا امر سیاسی، گاهی اوقات یا هیچوقت صلاحیت کشف مصلحت عمومی را ندارد. زیرا اساسا مصلحت عمومی قابل کشف و قابل تعریف نیست.

(۲) نمی‎توان اطمینان داشت که دولت، به عنوان مصلح اجتماعی، منفعت شخصی نداشته باشد و

(۳) نمی‎توان اطمینان داشت که در صورت واگذاری قدرت و اختیارات زیاد به دولت، بتوان این قدرت را از او باز پس گرفت و جابجایی قدرت به آسانی میسر باشد.

یکی از بزرگترین مناظره‎هایی که بین چپ و راست است، همانطور که قبلا توضیح دادم زیربناهای مفصلی در حوزه شناخت از انسان ، زیربناهای فلسفی و شناخت از دانش دارد. تعریفی که از معرفت شناسی و روش شناسی وجود دارد در دستیابی به این دو نگاه متفاوت اثر دارد. بنابراین ما اگر بخواهیم مسئله دود و صدای خودرو و هر چیزی شبیه این را حل کنیم، نگاهی که مخالفِ صلاحیت دادن به امر سیاسی است معتقد است راهکار حل مسائل دنیا از جمله مسائل محیط زیستی این است که خود مردم نسبت به آن موضوع آگاهی پیدا کنند، رجحان ها و علایق شان  با منافع شان مطابقت پیدا کند. نه اینکه کسی از بیرون این صلاحیت و وجاهت را داشته باشد که چنین کاری را بخواهد انجام دهد. و این مردم هستند که باید علایق و سلایق شان تغییر کند و هر زمانی که این تغییر به طور جدی ایجاد شد و این تغییر ذائقه و این تغییر علاقه ایجاد شد ما شاهد این خواهیم بود که آن مسئله حل خواهد شد.

مثلا در مورد خودرو هم شاهد همین وضعیت هستید که خیلی از مردم علاقه دارند که خودروهایی بخرند که محیط زیست دوست تر هستند و یا از وسایلی استفاده کنند که به محیط زیست آسیب کمتری می‎رساند و کسی هم به عنوان آمر سیاسی از بیرون آن‏ها را مجبور نکرده این کار را انجام دهند. آن‎ها خودشان تشخیص دادند که چه چیزی به نفع‎شان است و به دور از آمریت سیاسی توانستند به این نتیجه برسند. تقریباً نظر دادن و بحث کردن در مورد همه این موضوعات نیازمند این است که ما حتماً اطلاعات کافی از همه این نظریه ها داشته باشیم، به عنوان کسی که از نظریه‎ها استفاده می‎کنیم و یا ممکن است که ما یک نظریه‎پرداز باشیم و چیزی بر این نظریه‎ها بی‎افزاییم؛ و من همواره تصور می کنم که فهم مسائل جهان پیرامون مان نیازمند این است که ما درک درستی از انواع و اقسام این نظریه‎ها داشته باشیم و بتوانیم آن‎ها را تجزیه‎و‎تحلیل کنیم و شناخت معقولی از آن‎ها بتوانیم به دست بیاوریم.

I’m pleased to have this opportunity to speak virtually with the students of the University of Berkeley about the important topic of environment.

I am Shahram Ettefagh and I have translated and wrote some books and articles in the field of engineering and economics. I’m honored to be invited by you and have the opportunity to speak about one of the topics which is “Political Economy of Environment”. My reference will be my book, which is about the political economy and the environment. This is a two-volume book that covers important topics related to the environment and political economy. So I’m going to explain this subject now. I will start with the environment, and then the political economy, and look at the relationship between them.

We all know that we live in cycles called ecosystem cycle. These cycles are a combination of plants, animals, microorganisms, humans, physical objects, and these ecosystem cycles are in an equilibrium condition. Every small change in these cycles result in internal transformations. However, these cycles dynamically try to return to their equilibrium condition again. And the environmental damages that we do can harm these ecosystem cycles. These damages can be so severe that alter this equilibrium in such a way that we will no longer be able to survive in these cycles as a member of the ecosystem, or continue to live in the same quality as before.

What causes environmental damages?

I sometimes use my computer to keep the track of the content.

Air pollution is one of the problems that cause environmental damages. We can pollute the air both in the process of producing goods, such as the smoke coming out of factory chimneys, and in the consumption of products such as smoke coming out of cars or cigarette smoke. Anything that pollutes the air can be considered in the category of air pollutants.

We also have noise pollution in addition to air pollution, the noise of industrial activities, noise of using devices, such as honking a horn when you are driving, or when you play with firecrackers at Chaharshanbe Suri ceremony, or the sound of fireworks in festivals can cause noise pollution. We also have light pollution that is caused by the production of artificial light in cities, roads, and beaches. These can cause light pollution.

We suffer all kinds of soil pollution. The chemical waste, the nuclear waste and the ordinary waste that is buried in the soil can cause all kinds of soil pollution. Even cigarette butts left on the ground can contaminate the soil and poison the environment for the survival of plants and animals.

Water pollution, is very important. Doing activities such as washing dishes or clothes with detergent or dumping chemical waste into seawater, rivers, or groundwater without industrial purification following the factory production process can pollute the water.

All the things that I mentioned can damage the ecosystem cycle, such as firecrackers at Chaharshanbe Suri ceremony or festivals, or artificial light on beaches can make animals anxious, and then they may change their habitat. For example, when turtles want to come to the beach, where they always lay their eggs, the artificial light or sound on the beach can disturb them and make them change their spawning ground. Birds may migrate from their former location to a new location. All the things mentioned can alter these ecosystem cycles to cause disturbing changes, some of these changes will be involved within that ecosystem and reach to the equilibration condition again; maybe, no serious danger threatens us, but in some cases, these damages may be so severe and harm the ecosystem to such an extent that our lives are also endangered.

One of the concerns about environmental damage is the emission of greenhouse gases. Our human activities cause the emission of greenhouse gases. Of course, some natural processes, which are independent of human activities, also emit greenhouse gases, but their volumes are very small, and after they are released, they leave the atmosphere, and that balance has always existed, but the volume of greenhouse gas emissions by humans have increased so much over a period of time that we emitted large volumes of greenhouse gases almost from First Industrial Revolution around 1700-1750.

These greenhouse gases formed a cover around the earth so that sunlight could pass through the cover, but the heat could not pass through it, and the same situation occurs as in greenhouses.

Or, for example, you may have the experience that if you expose your car to the intense summer sun, after a few hours you will see that the air inside the car is very hot. This is because sunlight has been able to pass through the windshield and into the car space, but the heat has not been able to escape, so there is a greenhouse situation. And we have this greenhouse phenomenon on earth right now. The problem we have is that since the beginning of the Industrial Revolution, we have produced a large amount of greenhouse gas. Producing greenhouse gas is due to some series of human activities that I will describe, and these have caused the temperature of the planet Earth to increase by about 0.8 to 1°C between the beginning of the Industrial Revolution until the beginning of 2011.

From almost 2011 until today, more greenhouse gas has been produced, and hence, the temperature of the planet has continued to rise slightly. And now scientists are worried that if the Earth’s temperature rises above about 1.5 to 2 degree Celsius (which we are currently experiencing a rise of 1.5 degree Celsius); if it rises above 2 degrees Celsius, series of changes will happen on the Earth planet, it will damage this ecosystem, which can cause the extinction of thousands and millions of species of animals and plants on the planet Earth, including seawater, ocean and sea temperatures rise, polar ice melt (which is happening right now), and all of these factors endanger human life and we may enter an irreversible phase, that we can no longer even repair it. This is because when greenhouse gases enter the Earth’s atmosphere, it takes a long time for these gases to leave the atmosphere. Some of them take about 100 years, and some even several thousand years to leave. It is good to know that we have different combinations of greenhouse gases, but the most important greenhouse gas we produce on planet Earth is carbon dioxide. The effect for the rest of the greenhouse gases will be calculated and converted to carbon dioxide gas effect. So when we talk about the amount of emitted carbon dioxide, we mean the series of the gases that are produced as greenhouse gases, and therefore it is called CO2e. Or, for example, when methane gas is converted to carbon dioxide in calculations, methane gas has 28 times more greenhouse gas effect than carbon dioxide gas.

Now, how these gases are produced in our natural life is also an interesting topic. For example, one of the reasons for producing methane gas is to raise cows on the planet. After digestion, cows release a gas called methane. The amount of gas that cows emit is very large (each cow emits about 140 kilograms of methane gas). We raise a lot of cows on the planet and they emit a lot of methane gas and this methane leads to environmental damage. The translation of this concept in our life will be this: When we eat a hamburger that uses beef inside, we are doing environmental damage. And of course, in this hamburger, bread and vegetables are used, which harm the environment. And all this must be taken into account in our calculations. So it is clear that every hamburger we eat causes environmental damage.

When we produce cement, it harms the environment, because every 1 ton of cement emits a very large amount of carbon.

Every email you send harms the environment. Every like you make harms the environment. Therefore, we always live with the destruction of the environment. That is, human economical activities on the planet harm the environment. So the question is, what is the dispute between economic and political theories about the environment? You have probably read in newspapers and magazines that the capitalist system harms the environment. And oppositions say in response that this is not the case and that you socialists harm the environment. So what are these disputes all about?

As I explained, all the activities we do from producing cement to eating bananas (for example, bananas are among the things that emit a lot of carbon dioxide and therefore cause more environmental damage). Well, then what is the dispute between different economists? The fact is, in all systems, eating a hamburger or sending an email or producing a ton of cement will harm the environment. Whether in a socialist country like Cuba or a market economy-based country like South Korea or Chile. There is no difference in this regard. In any system, we will always face environmental damages, when we produce and consume goods. The debate is over which economic system can cause more or less environmental damages. The argument is not that there is an economic system like paradise in which no environmental damages occur.

Why do environmental damages occur? This is because the population of the planet Earth from about 10-11 thousand BC (where there is data on it), from the beginning of human existence, from the time when Adam and Eve bit the apple and exiled it to Earth by 1700, became about 600 million people. From 1700 AD, when we entered the era of mass production and the capitalist system, a situation arose in which the population of the planet increased sharply, and approximately 7 billion and 200 million people were added to the population of the planet Earth just during these last 300 years alone.

Meaning, from the beginning of human existence until 1700 AD, the population of the planet Earth was about 600 million people, and often a large part of these 600 million people lived in poverty. Humans faced many problems, it was not possible to identify diseases and many people died of disease and there were many other problems. From 1700 AD onwards, a series of changes took place that improved human living conditions, increased life expectancy, for example, 300 years ago, life expectancy was almost 30 years, but now this number has reached 70 years.

And the total materialistic conditions of human life (for education, health, nutrition, and a place to live) have improved, and this has caused the planet’s population to increase rapidly in the recent 300 years, resulting in a population of 600 million people reach 7 billion 700 million people and approximately 7 billion 100 to 7 billion 200 million people have been added to the population of the planet in these 300 years.

Well, this increase in population is putting pressure on the planet. There is a curve that explains this called the download curve. This curve says that the planet Earth is a place for three things: 1- Life 2- Storage of supplies and raw materials 3- Waste tank. Planet Earth is where we live, it is a place where we store raw materials, for example, we use wood from trees, we fish from the sea, we extract from metal mines.

And there is also our waste tank because human beings have not yet learned that the goods they produce can be easily recycled and turned into other products, or that they can be easily decomposed and returned to nature. And we produce a lot of waste, like plastics that people throw in the trash or sometimes in seawater. We now have a large amount of plastic waste in the seas that has turned into micro plastics, and these micro plastics enter the drinking water and the fish we catch feed on that water.

So we are facing this crisis because the population of the planet Earth has increased about 13-13.5 times since 300 years ago, and this has made the Earth, as a place to live, a reservoir and a supply depot, have less capacity to meet the needs. And our planet is under pressure, and regardless of the type of economic system, all economic systems are involved in this problem, whether we live in a socialist country or a capitalist country.

Now it is interesting to know some of these disputes between left and right political and economic approaches, and I will mention a few of these examples. One of the arguments is called consumerism accusation. This means that those on the left tend to claim ideas against a free-market economy (a capitalist economic system) and say high consumerism in a market economy or a capitalist economy, will damage the environment.

Because a lot of different goods are produced and offered every day and people are encouraged to consume more goods, every day you are faced with a lot of ads that suggest you buy a new shoe, try a new drink, go to a new restaurant, buy new clothes, travel to a new place. And all of this is consumerism, and the consumption of various goods causes more damage to the environment. And one of the reasons for environmental damage is the structure that exists within the free market-based system or the capitalist system. On the other hand, the supporters of the market system or capitalism have a lot to say about the consumerism made by the left (of course, the market system and capitalism have important technical differences, they have debatable details, but I will not enter into those issues now, I just want express two parties’ understandings of the issue). They say that once you claimed that the continuation of the market-based system would lead to poverty and the destruction of all human beings on the planet, but now your claim is reversed and you say that everyone who owns and consumes so many goods may die.

So there is a contradiction here. Secondly, who can determine what people need and what they have the right to consume and what is contraindicated? The experience that existed in the socialist systems of the twentieth century in the countries that were called the socialist camp of the Soviet Union was partly because there was a central organization, for example in the Soviet Union, which was called the Gursplan and Gursplan decided what product is produced by whom and how much.

This complicates the situation a lot because the bureaucrats in the central planning office had to decide about everything, which product, in what quantity, and in what color. People want several types of shoes, only those few types of shoes, especially with those specific models, and no one else has the right to produce more than that. It was the same with clothing. Or only a few types of cheese, for example, should be produced.

If we are to change the current pattern, in which anyone can decide to produce whatever they like, and people will buy and consume these goods based on their needs, and people will determine for themselves what they like to consume a product, and if they do not consume, the person who produced that non-essential product will leave the market. If we want to eliminate this pattern, some know-it-all individuals will have to decide for the rest of the people: how many types of shoe people need. They have to wear some limited colors and it is more than consumerism and they do not have the right to consume. This is a dispute between these parties about consumerism.

Another topic is the profit. The left side claims that one of the causes of environmental damage is the profiteering that exists within the capitalist system and those influencers and individuals operating within a market-based system are always pursuing their own goals and interests, and this can cause the environmental damage. To save money, they cannot follow the environmental regulations for their own profit, and this will lead to environmental damage. And that’s right, and in some places, it can be true.

This means that you can find examples in some places, such as a factory that dumps its chemical waste into river water for less money or enters underground aquifers without having to filtering its industrial waste. So this can be true. We can find examples on planet Earth. But on the other hand, proponents of the market system believe that where there is no personal profit, we can waste a lot of resources.

Factories that are not private and are public use a lot of raw materials and energy. Consumption of this amount of energy and raw materials causes the destruction of the environment, and this is true and there are a lot of evidences for this. This means that you can find many examples of state-owned companies and industries, those that are not privately owned, those that do not operate on a competitive basis, which can always cause environmental degradation because they are not in a competitive environment.

And it is interesting to know that around 1980, one of my friend went to one of the socialist countries for energy consulting on a project (for an energy management project) and said that many industrial plants did not have electricity meters, because it was the government electricity and the factory consumed in such a slaphappy way, and the product was for the government, and the people who worked were government employees.

Because everything was state-owned, no one controlled how much electricity the plant consumed, and it was a great tragedy that later on, one of the corrective measures they tried to take in the Soviet Union was to reduce the consumption of raw materials and energy consumption in state-owned factories. This was not based on the logic of competition or profit and personal motivations of individuals and there was a huge amount of waste of resources, raw materials, and energy. So they also have something to say from this side.

I mean, when we enter the political economy of the environment, both sides have something to say, that it is necessary to hear it from both sides, and when we want to enter this field, it is important to know what all the theories in the field of political economy say.  and this method can make us aware of different theories. You see, when we want to talk about a phenomenon, we can’t say “in my opinion”. We can express our personal opinions about personal things, for example, I think tea is better than coffee. Roses are more beautiful than lilies. Yellow is more beautiful than purple. And this is our personal opinion about personal phenomena. But when we want to talk about the political economy and enter the field of science, we have to use theories. That is, what we say is based on theories, not our personal opinions. Therefore, when we want to comment on a phenomenon, we must know the different theories about that phenomenon and rely on those theories to talk about that phenomenon. Therefore, in the first volume of my book, I tried to introduce different theories in the field of political economy.

Let me bring the things I referred to, in the book. For example, in the first volume of my book, I tried to introduce the orthodox or traditional school, Market socialism, Participatory socialism, Eco-socialism. I tried to introduce mainstream economics school. I introduced the public choice school, I introduced the New Institutionalist School, I introduced the Austrian school of economics.

And I tried to clarify the connection between these and environmental concepts to some extent. The views of independents such as Thomas Piketty, Lucas Chancel, Branko Milanovic, Alice Bows-Larkin, Kevin Anderson, David Harvey, Naomi Klein, Mahbub ul Haq, Amartya Kumar Sen, Erik Allardt, Yuval Noah Harari and Bertrand de Jouvenel and Fritjof Capra. I tried to introduce. These, independent of theories, had debates about economics and the environment that could not very well fit into those schools.

So I devoted the first volume of my book to introduce the concepts of theories of political economy and the concepts that followed. And then, in the second volume of my book, I tried to critique and discuss the theories that these theories have towards each other. And these are very important issues. Why is it important? Suppose, for example, that on a specific issue, such as the government, when we want to talk about the state, what is our definition of a government? Suppose, for example, that the government has a role to play in solving environmental problems.

If we make this claim, if we think that it is our legendary savior for preserving the state environment, we have to see what the definition of the state is. Some theories of political economy believe that the government represents and protects the interests of the people. Some theories of political economy believe that the state itself is like an economic enterprise and that politicians within that state are pursuing their interests. They are looking to gain more power. They are looking for economic benefits.

They are looking for abusing the privileged information, and they are looking for a solution to their problems, and the simplistic notion that these are people who have no personal interest and think of nothing but the public interest and only seek the interests of other members of society is likely not too realistic. And there are some theories in between. Some theories suggesting any kind of government is a government that only pursues its interests.

Therefore, in the economic system, everyone seeks economic activity and produces wealth from the production of goods and services, but the government is the one whose source of income, for example, is the collection of taxes from the economic system. That is this government itself is the exploiter of the economic system. The source of those revenues is economic activities. And that means that if we look at the government in this way, can the government itself solve the environmental problems? So the issue is more complicated than first thought.

when we comment on the environment and when we look at the government as one of the solutions to the environmental problem, when we look at the different definitions of government and the arguments behind those definitions, we find that the subject is a little more complex than we initially imagined, and we have to consider the various aspects of the problem in the light of these theories. For instance, it will be interesting for you to know that from about 1880 to 2011, I prepared an interesting report, and of course, there are many and various and similar studies in this field.

The amount of government spending in respect to the GMP (GDP of countries), for example in 1880, is about 5%, 3%, 4%; All countries of the world, without exception, were 3%, 4%, 5% in 1880. And 2011, for example, this figure reached to 35, 40, 55% and we had a growth of several hundred percent to several thousand percent. That is, between 1880 and 2011, governments have drastically increased their spending, and while they spend a lot of money every day, they always face budget deficits and always leave huge debts in the hands of future generations. That is, they leave the next generations in debt.

They use the borrowing method (both domestic and foreign borrowing) and the next generations become indebted, and as you can see, for example, the US government has a huge amount of this type of debt, and the rest of the governments have the same situation. Therefore, according to some of these theories, the government is an economic enterprise that seeks its interests and increases its expenses every day and wants to expand its bureaucracy and pursue its issues and interests. And we must pay attention to and respect this view and, considering all these views, look at the phenomenon of government.

Well, there are some who, despite all this talk, believe that some of the world’s governments have been able to do positive things to improve the living conditions of the people. They have a series of evidence and documents. So my point is that in all areas when we enter the space of different theories, we realize that there are different theories about a single phenomenon, and it is very important to pay attention to the solutions that are presented. For example, one of the things that are said is that governments should solve the environmental problem by collecting taxes.

Will taxation solve the environmental problem? Critics of the idea argue that the so-called Pigovian tax is like this. An economist in the early twentieth century came up with ideas on the subject and believed that when two people exchange goods, for example, suppose a car factory sells me a car and I buy it. In fact, as a buyer, I benefit from using the car, and the car manufacturer has benefited from selling this product to me. So the exchange sides for this car, whether the one who sold it or the one who bought it, have benefited.

But other people may lose out on this trade. This means that the goods I bought may cause noise, the exhaust smoke may cause air pollution, and others may be affected by the exchange. So Pigo’s solution is for the government to collect taxes from the seller and buyer of the goods as a representative of the general public. Taxing the seller of the goods causes a shift in the automaker’s overhead costs curve, and a change occurs that causes the automaker to consider this issue, and all this leads to less damage to the environment.

But the fact is that in many cases we see that governments collect these taxes and are not dissatisfied with the destruction of the environment, and this environmental destruction that leads to crime and taxes is actually a way to earn budget for governments, and so, sometimes you see it turns to more of a place for government bureaucrats.

So what is the solution? You see, this is an important issue, and perhaps this is the last issue that I will address in this session. There are 2 different views in left and right about solving different problems including solving environmental problems. In general, what people like may be different from what is good for them. Suppose, for example, that eating fast food, carbonated beverages, or eating very fatty creamy bread may be detrimental to their health. Smoking and marijuana can be harmful to their health. This is in their interest.

But their interests or preferences may not be the same. That is, people smoke, are interested in consuming marijuana, are interested in eating fast food, are interested in eating creamy bread or soft drinks, whether they know it is harmful or not. There is a view in political thoughts that thinks that when people’s interests are different from their preferences, there should be a political authority that recognizes the good and the bad and then to act as its executor.

Suppose a political element like the government recognizes the good and the bad and realizes that eating fast food is harmful to the people and forbids eating fast food. Or ban smoking. Or ban carbonated beverages. That authority decides what is good for people. This is one point of view, which I attributed to John Dewey in my book as someone who thinks that a reference can be defined that recognizes what is good for the people and applies it.

An opposite idea is what I attributed to Hannah Arendt in my book. And Left approach is opposed to this theory and the Right approach is close to this view. And they think that we cannot consider such an aspect and such competence for the political authority that the political commanders can easily recognize what is in the interest of people, the public interest, and he has no personal, political, or economic interest in this matter. Or has no interest in rent-seeking (abusing the privileged information) and wants to enforce it.

One way of looking at it, then, is that the government or the political director or any institution that is going to be politicized has the power to recognize the public interest. Opponents of this approach, on the other hand, argue that (1) the state or the political matter sometimes or never has the authority to pursue the public interest. Because the public interest cannot be discovered and defined. (2) one cannot be sure that the state, as a public goodwill, has no personal interest; It is possible. (3) one cannot be sure that in the case of assigning authorities to the state, this power can be retrieved or power transmission is possible.

As I explained earlier, one of the biggest debates between left and right involves detailed foundations in the field of human cognition, philosophical foundations, and cognition of knowledge. The existing definition of epistemology and methodology affects achieving these two different perspectives. Therefore, if we want to solve the problem of car exhaust smoke and noise and anything like that, the opposite view to the authority of politics believes that the solution to the world’s problems, including environmental problems is that people themselves to be aware of it. Their preferences and favorites match their interests. Not that someone from the outside has the authority to justify doing so. And it is the people who have to change their favorites and tastes, and whenever this change is taken seriously and this change of taste and this change of interest is created, we will see the problem will be solved.

For example, in the case of automotive, you see the same situation where many people are interested in buying cars that are more environmentally friendly or use devices that are less harmful to the environment, and no one as a political leader from outside has forced them to do this. They know best what best interest is, and they were able to reach this conclusion without political authority. Of course, commenting and discussing all of these topics requires that we must have sufficient knowledge of all of these theories, as someone who uses theories, or that we may be a theorist and add something to this theory.

And I always think a better understanding of issues around the world, requires us to have a good understanding of all types and varieties of these theories and can analyze them and gain a reasonable understanding of them.
